Grankina // Туберкульоз, легеневі хвороби, ВІЛ-інфекція. - 2017. - № 1. - С. 66-74. - Режим доступу: http://nbuv.gov.ua/UJRN/Tlkhvil_2017_1_13 Мета роботи - краще розуміння оптимальних режимів антимікобактеріальної хіміотерапії туберкульозу з множинною лікарською стійкістю має важливе значення для розширення загального доступу до ефективного лікування і для розробки нових методів лікування мультирезистентного туберкульозу (МРТБ). Проведено систематичний огляд, щоб визначити й обгрунтувати оптимальну тривалість і дозування протитуберкульозних препаратів (ПТП) у скороченому режимі антимікобактеріальної хіміотерапії для МРТБ. Пошук проводили у трьох електронних базах даних (MEDLINE, EMBASE і PubMed) для виявлення проспективних досліджень, які включали результати застосування скороченого режиму антимікобактеріальної хіміотерапії для МРТБ. Знайдено тільки 3 відповідних дослідження для цього огляду: 1-ше - "Висока ефективність 12-місячного курсу хіміотерапії для хворих на МРТБ в Камеруні" (режим "Камерун"); 2-ге - "Високий рівень успішного лікування стандартним коротким курсом хворих на туберкульоз із множинною лікарською стійкістю у Нігері: жодного рецидиву" (режим "Нігер"); 3-тє - "Успішний "9-місячний Бангладеський режим" для хворих на туберкульоз із множинною лікарською стійкістю серед більше ніж 500 пацієнтів" (режим "Бангладеш"). Дослідження мають незначну клінічну та методологічну гетерогенність, що надає змогу зробити достовірні висновки результатів порівняння. Всі три скорочених режими лікування мали однаковий склад і кількість ПТП у режимі, але застосовувались різні дозування фторхінолонів, ізоніазиду та клофазиміну та відрізнялись між собою за тривалістю лікування. Статистично значущої різниці між високими дозами ПТП, які застосовувались протягом 9 міс, і звичайними дозами ПТП, які застосовувалися протягом 12 міс для лікування МРТБ, не виявлено. To identify specific features of the mechanism of institutional changes in the countries of post-socialist transformation and to determine the effect of informal norms upon the pathway of institutional development in Ukraine and Belarus. Methodology. Theoretical and methodological basis of the research is represented by theoretical synthesis of non-institutional and traditional versions of the idea of institutional changes expressing the concepts of spontaneity and premeditation as for selecting the institutions depending upon economic, political, and sociocultural conditions of the national economy development. Quantitative evaluation of the effect of culture upon the pathway of institutional development in Ukraine and Belarus was performed basing upon the Values Survey Module 2008 methodology proposed by G. Hofstede. Comparison of the tendencies and results of liberal transformation in post-socialist countries was based on the logical and historical method. Findings. It has been demonstrated that the pathway of institutional changes in any society is determined by spontaneous processes and means a conscious choice of the development course through the establishment of principally new institutions and/or their borrowing from other more progressive systems. Restricted nature of the dominating ideas concerning the completeness of institutional reforms at certain historical stage by means of establishing stable relations between the borrowed institutions and proper institutional environment has been shown. Analysis of the practice of liberal transformation in Ukraine and Belarus has been used to prove the possibility of achieving a high level of adaptation of a new institution to the available informal norms in the context of general inefficient pathway of the institutional development. Originality. For the first time, qualitative evaluation of the internal constituents by means of value indicators by G. Hofstede has been applied to describe informal norms of the institutional environment in Ukraine and Belarus characterizing the Path Dependence effect. The obtained data have made it possible to define the degree of inconsistency between formal and informal institutions of transformational economy. Effect of blocking in the development of the Ukrainian economy has been identified; the effect is observed in the context of a repeated situation when balanced but inefficient norms are self-supported in the institutional environment of the country decelerating its development. Practical value. Scientific ideas concerning the mechanism of institutional changes, proposed approaches to evaluate informal institutions, and determination of the level of their consistency with formal rules can be the basis for more efficient control of the process of institutional changes. | ||

Considering the issues of developing objective criteria and indices for the evaluation of the reproduction process of the elements of material and technical resources at the agricultural enterprises, the first thing to be noted is an unresolved issue of fair value, which creates the situation wherein book value of fixed assets and other assets minimizes the investors' possibilities to protect their interests. This is due to the fact that accounting in Ukraine serves for tax control rather than management and investment. Evaluation of fixed assets, being the components of material and technical resources (MTR), at fair value makes it possible to characterize the reproduction process objectively, define the property status of the economic entity more precisely. However, it distorts financial result. We believe that simultaneous use of several indices for fair value measurement may lead to different fair values of the fixed asset. An agricultural enterprise is obliged to analyze the reasons for inconsistencies in calculations and choose the most precise estimation of the fair value. Fair value of the assets must reflect variability of money flows, which are taken into consideration during price negotiation by independent, knowledgeable buyers and sellers interested in making such a deal. There is no unified approach due to the fact that most of the assets do not have market value, and their fair value estimated by the expert is conditional and fair only as of the estimation date. Nevertheless, fair value is necessary for the potential investors and indispensable to financial assets.
